Countries whose instruments of acceptance or ratification have been deposited before the date of entry into force of the Convention shall become members of the Convention on that date. Other countries become members at the time their instruments of acceptance or ratification are deposited. as part of the guarantee of a loan granted by other investors, the bank receives appropriate compensation for its risk; and the bank and the country which ceases to be a member may agree to the repurchase of the share capital on the conditions deemed appropriate in the circumstances, without taking into account the provisions of the following paragraph. This agreement may provide, inter alia, for a final settlement of all the country`s obligations vis-à-vis the Bank. On 21 July 7, 2010, the Board of Governors agreed to increase the Bank`s ordinary capital by $70 billion, the largest expansion of funds in the Bank`s history, and to provide Haiti with an unprecedented package of financial assistance.
